Completed a network cost benefit analysis comparing statewide telecommunications network (TEX-AN) pricing with VSAT satellite services offered to the Department of Public Safety (DPS) by Hughes Network Systems and GTE Spacenet. The analysis included the pricing for 1,500 circuits with annual growth using a combination of two different earth stations and included an examination of costs for remote dialback modems for disaster recovery, host site hardware and installation, redundant multiplexers and routers, remote and host site maintenance, shared Hub services for the first year, backhaul circuit charges, space segment charges, and expected relocations. The number of Inroutes and Outroutes used to determine space segment costs were increased as needed to accommodate a ten-percent annual growth rate in the number of DPS sites. The cost benefit analysis reflected five-year savings of $33.6 million to DPS over traditional wire line facilities.
