Lockheed Martin Space Operations (LMSO)
During the development of the Systems Requirements Document (SRD) and Statement of Work (SOW) for the replacement MILA, certain specified operations or services currently provided by MILA were intentionally excluded from the replacement MILA solicitation. The three exclusions were the TDRSS relay, the Emergency Mission Control Center (EMCC), and MIL-71. TDI assisted in the coordination, development, and preparation of each of these plans (including the systems engineering architecture) and provided cost information for hardware, resources, and equipment specific to each disposition plan based on equipment lists provided by CSOC. Each of these plans was presented to the Space Operations Control Board (SOCB) as separate plans with strategies for disposition of each.
Assisted Lockheed Martin Space Operations in the coordination, development, and preparation of plans and specifications, in addition to providing cost information for hardware, resources, and equipment specific to each disposition plan for the replacement of the functions, facilities, and equipment currently provided by the Merritt Island Launch Annex (MILA) tracking station, which includes functions and services provided by the Ponce DeLeon (PDL) tracking station (both located near the Kennedy Space Center in Florida). Specifications included voice systems, Timing and Countdown, Paging, Site Security, Video, Satellite Dishes, Telemetry Processing System, and Data Switching. Cost information was used to validate and compare industry proposals in a build versus buy decision.
Worked with Lockheed Martin Space Operations to develop the capability for a commercial launch range at Kennedy Space Center. The project included defining the requirements, equipment and infrastructure needed to develop, operate and maintain the augmented range capability. Responsibilities included defining the specific functions and unique operating characteristics in addition to developing architectural concepts for the operating structure of a Consolidated Communications Center, Augmentation Control Center, and Data Storage, Retrieval and Distribution Center (Storage Area Network). Each of these elements was incorporated into the overall Range Augmentation Capability.
Prepared Indefinite Delivery/Indefinite Quantity (ID/IQ) Request for Offers (RFO) for Lockheed Martin Space Operations. The purpose of the RFO was to obtain satellite telemetry, tracking and commanding (TT&C) services and other ancillary services in support of space operations. NASAs objective for the ID/IQ contracts was to reduce the overall cost of space operations with no degradation in mission support or increase in risk. The ID/IQ RFO mechanism was to streamline procurements, provide for the acquisition of commercial turn-key services and use commercial capacity rather than developing additional capacity within NASA or the Lockheed Martin Consolidated Space Operations Contract (CSOC) infrastructure. Services to be provided include TT&C for Near-Earth orbit, CIS lunar mission support, Launch and Early Operations (LEOP), Emergency and Contingency Support, and Pre-mission end-to-end system testing. In addition to pass-based support, other services include Engineering Services, Data Transport/Data Latency Fees, Play Back Services, and Mission Unique Services/Equipment.
Prepared a Business Case for an Integrated Operations Architecture (IOA) and Strategy (IOS) in support of the Consolidated Space Operations Contract (CSOC) at the Kennedy Space Center, Johnson Space Center, Marshall Space Flight Center, and Goddard Space Center. The IOA was jointly designed and planned by Lockheed and Wang with the purpose of providing a full service communications and information technology utility service that consolidates all telecommunications provisioning and management for the integration of all media.
