Developed technical specifications and Request for Proposals for a premises-based PBX/ACD System for the City of Odessa, Texas to serve approximately 800 stations citywide. Conducted Pre-Proposal Conference, received and evaluated vendor responses, obtained Best and Final Offers, and made recommendations to the City for the solution offering the best overall value.

Designed a fiber optics network connecting the Municipal Plaza, Police Building, City Hall, County Offices, County Health Department, Odessa ISD, and the Medical Center Hospital. Additionally, the design provided fiber to support a traffic control system at several intersections throughout the city. Following city approval of the design, TDI prepared the technical specifications for incorporation into an RFP. The technical specifications included fiber specifications, quality assurance, installation requirements, testing and documentation, cable marking, grounding, and final acceptance test requirements.
