U.S. Bureau of Indian Affairs
Worked with Telecommunications and Business Strategies Group as a senior consultant for networking and strategic planning initiatives supporting the Bureau of Indian Affairs.  Specific projects included:

• Development of a 2007 Annual Report for the Office of Chief Information Officer.

• Preparation of a Business Plan for the OCIO.  Major topics included an analysis of the business and operating environment; financial outlook, analysis and strategy; overall budget, financial planning and procurement strategy; product and customer service strategy; technology strategy; people strategy; communications strategy; connecting performance with results; and timelines and benchmarking.

• Evaluation and testing of IT Contingency and Disaster Recovery Plans.  Tabletop exercises were conducted for the IT Contingency and Disaster Recovery plans at both the primary and alternate data centers.  The exercises provided an excellent opportunity for participants to familiarize themselves with their responsibilities under the plans and how they fit into the overall disaster recovery effort; assessing the team’s ability to recover IT operations at an alternate location; examining the accuracy of recovery procedures documented in the Continuity of Operations Plan (COOP) and the IT Contingency Plan; identifying interdependencies, overlaps, and inconsistencies between the two plans; and identifying areas of the plans that need to be revised.

• Development of an IT Strategic Plan. Technologies addressed in strategic plans and detailed network design documents included Wi-Fi, WiMax, cellular, satellite, and Voice over IP.  Support also included assisting in the migration of existing Land Mobile Radio (LMR) VHF and UHF systems to the new P-25 digital narrowband systems.  These systems are used in support of Public Safety agencies such as fire, police and 9-1-1 emergency services.

• Design and installation of a prototype network for the Rocky Boy Indian reservation (Chippawa-Cree Tribe) using WiMax-type services along with Wi-Fi voice and data, Voice over Internet Protocols and remote monitoring technologies.  Participating vendors included Cisco, Intel, Alvarion, and NetBotz.  The network demonstrated the capabilities of the equipment for providing the following features and functionality:

• Advanced mobile & fixed broadband services provision to rural areas.
• Wi-Fi & WiMax interoperability.
• High-speed data transport.
• Wireless internet access.
• Toll elimination through Voice over IP (VoIP) services.
• Video over IP.
• Remote sensing/monitoring of critical infrastructure.
• Network management.
